ChatGPT Ads is no longer just an industry rumour. OpenAI has launched a self-serve Ads Manager Beta that allows eligible businesses to place sponsored advertisements below selected ChatGPT responses.
The opportunity is genuinely interesting. A user may spend several minutes explaining a business problem, comparing alternatives and refining requirements. That conversation can reveal more intent than a two- or three-word search query. An advertisement shown at the right moment can therefore be useful rather than disruptive.
But this is still an early advertising platform. It does not yet offer the scale, mature benchmarks, automation, targeting depth or ecosystem that advertisers expect from Google Ads and Meta Ads. OpenAI itself says that it does not yet have performance benchmarks across advertisers, industries or campaign types.
This guide separates what is officially available from what marketers may be tempted to assume. It explains availability, pricing, minimum budgets, targeting, measurement and the practical case for B2B advertisers.
What are ChatGPT Ads?
ChatGPT Ads are paid placements displayed below the end of a ChatGPT response. They are labelled as sponsored and are visually separated from the answer.
An advertisement currently contains:
- Advertiser name and favicon or logo
- Title or headline
- Description copy
- Landing-page link
- Image creative
Advertising does not buy a place inside ChatGPT's answer. OpenAI states that ads run on systems separate from the chat model, advertisers cannot influence the answer, and an ad does not mean that OpenAI endorses the advertiser.
That distinction matters. ChatGPT Ads is paid media inventory, not a shortcut to becoming the brand that ChatGPT organically recommends.
In which countries is ChatGPT Ads available?
As of 3 August 2026, OpenAI lists self-serve Ads Manager Beta as available to businesses based in:
| Advertiser country | Self-serve availability |
|---|---|
| United States | Available |
| Canada | Available |
| United Kingdom | Available |
| Australia | Available |
| New Zealand | Available |
| Japan | Available |
| South Korea | Available |
| India | Not currently available |
Availability is changing rapidly because the product is in beta. Businesses should verify the current list in OpenAI's Ads Manager Availability page before planning a launch.
Can an Indian company advertise to users in the United States?
Not directly through self-serve Ads Manager at present if the business is based only in India. OpenAI says that direct signup is available when the business is based in a supported country. A company located outside those markets can register its interest for future access.
An Indian-owned company with a legitimate business entity in a supported country may be eligible through that entity, subject to account verification, billing, tax, policy and OpenAI's approval requirements. An advertiser should not enter a false address or borrow another company's identity to bypass eligibility.
Once an eligible account is established, campaign-level location targeting can be used to target the United States. US targeting can include supported states, designated market areas and ZIP codes; the location picker determines what is presently available.
Who sees ads in ChatGPT?
Ads may be shown to users on:
- ChatGPT Free
- ChatGPT Go
- Logged-out ChatGPT experiences, where applicable
Ads are not shown to users on Plus, Pro, Business, Enterprise or Edu plans. OpenAI also says ads are not shown to people who declare, or are predicted, to be under 18; in Temporary Chat; or around sensitive and regulated conversation contexts. Users on the Free plan may also choose an ads-free experience with lower usage limits and reduced feature access where that option is available.
Does this make ChatGPT Ads unsuitable for B2B?
It reduces the addressable B2B audience, but it does not eliminate it.
Many founders, managers, researchers, developers and procurement participants use free consumer tools. However, senior professionals who rely heavily on ChatGPT may be more likely to pay for Plus, Pro or a company plan—and those users will not see ads.
This creates a structural limitation for high-ticket B2B campaigns: the platform's overall audience may be enormous, but its ad-supported audience is not the same as its full professional audience. Advertisers should measure qualified leads and sales-pipeline quality, not be impressed by reach alone.
Are ChatGPT Ads matched to a user's query or shown randomly?
They are not supposed to be random, but the system is not a copy of Google Search keyword matching.
OpenAI says ad delivery can consider:
- The context and intent of the current conversation
- The advertiser's landing page, title and description
- Context hints provided by the advertiser, describing relevant conversations, topics or keywords
- Campaign targeting selections and location
- When the user permits ad personalisation, selected signals from their broader ChatGPT experience, including past chats, memory and ad interactions
Context hints guide matching, but they are not exact-match keywords and do not guarantee that an ad will appear for a specific prompt. If a user turns personalisation off, ads can still be selected from the context of the current conversation, but past chats, memory and ad history are not used.
In plain language, ChatGPT Ads combines conversational context with auction and relevance signals. Google Search principally begins with an explicit search query. Meta Ads principally begins with an audience and its predicted behaviour. ChatGPT sits somewhere between the two.
OpenAI says conversations are not shared with advertisers. Advertisers receive aggregated, non-identifying performance information rather than a user's chat, chat history, memories, name, email address or precise location.
How much does ChatGPT advertising cost?
ChatGPT Ads currently supports three objectives:
| Objective | How the advertiser pays | Primary use |
|---|---|---|
| CPM | Per 1,000 impressions | Reach and awareness |
| CPC | Per valid click | Website traffic and engagement |
| oCPC | Per valid click, not per conversion | Optimising clicks toward a tracked conversion |
For CPC campaigns, OpenAI recommends beginning with a maximum bid of US3–US5 per click. This is a starting bid recommendation—not an average market CPC and not a guaranteed price. The auction is relevance-weighted and uses a second-price mechanism, so actual cost and delivery depend on competition, relevance and campaign configuration.
For CPM campaigns, the advertiser pays for every 1,000 valid impressions even if nobody clicks. For CPC and oCPC campaigns, the advertiser pays for a valid click rather than merely for displaying the ad. With oCPC, payment is still for the click, not for the resulting lead or sale.
Is there an average cost for B2B ChatGPT Ads?
No reliable average exists yet. OpenAI explicitly says that ChatGPT Ads does not currently have cross-advertiser, industry or campaign-type performance benchmarks. Any article claiming a dependable average B2B CPC, cost per lead or return on ad spend at this stage is probably extrapolating from a small private test or guessing.
For planning—not as an official benchmark—a B2B advertiser can model scenarios:
| Monthly media spend | Illustrative clicks at $3 CPC | Illustrative clicks at $5 CPC |
|---|---|---|
| $750 | 250 | 150 |
| $1,500 | 500 | 300 |
| $3,000 | 1,000 | 600 |
These figures are mathematical scenarios before taxes and do not predict delivery, lead quality or conversions.
What is the minimum budget?
The minimum daily budget applies per campaign:
| Target market/account currency | Minimum daily campaign budget |
|---|---|
| United States | US$25 |
| Canada | C$25 |
| Australia | A$25 |
| New Zealand | NZ$25 |
| United Kingdom | £15 |
| Japan | ¥2,500 |
| South Korea | ₩25,000 |
At the US minimum, a continuously active campaign represents approximately $750 over 30 days. OpenAI describes the daily budget as a delivery target, so daily spending may fluctuate. A campaign-total budget provides a stricter total spending limit, but it is not paced evenly and may be spent quickly when eligible opportunities are available.
For a meaningful B2B pilot, Nextwebi would generally plan 1, 500–3,000 in media spend over four to six weeks, where commercially sensible. That is our testing recommendation, not an OpenAI requirement. It gives a business more room to test multiple value propositions and landing pages than a single minimum-budget campaign. Very niche or high-value services may require a different plan.
What can advertisers customise and target?
Current creative and campaign controls include:
- Campaign objective: CPM, CPC or conversion-optimised CPC
- Daily or campaign-total budget
- Start and end dates
- Country and supported sub-country locations
- Ad groups organised around themes, offers or audiences
- Context hints covering conversations, topics or keywords
- Multiple headline, description and image variations
- Landing pages and static UTM parameters
- Conversion events, where measurement is configured
- Bulk campaign creation and product-feed campaigns in supported workflows
- Custom-audience workflows available in Ads Manager Beta, subject to eligibility and documentation
The ad unit remains relatively standardised: advertiser identity, one title, description, destination and image. OpenAI encourages advertisers to create multiple distinct variants because the system needs sufficient coverage to match different conversational situations.
Compared with Google and Meta, creative formats and placement controls are still limited. ChatGPT Ads does not yet offer the decades of format variety, publisher inventory, video ecosystems and automation available across Google Search, YouTube, Display, Instagram and Facebook.
What metrics does ChatGPT Ads provide?
Ads Manager Beta currently reports:
- Impressions
- Clicks
- Spend
- Click-through rate (CTR)
- Average cost per click (CPC)
- Average cost per thousand impressions (CPM)
- Conversions, when conversion measurement is configured
Reporting can be viewed across campaigns, ad groups and ads, using tables and charts, and exported as CSV. Advertisers can add UTM parameters to landing-page URLs to analyse ChatGPT traffic in GA4, a CRM or another analytics platform.
For B2B, platform metrics are only the first layer. A serious measurement framework should also track:
- Landing-page conversion rate
- Cost per marketing-qualified lead
- Cost per sales-qualified opportunity
- Lead-to-meeting rate
- Opportunity value and pipeline generated
- Customer acquisition cost
- Revenue and return on ad spend
- Sales-cycle length and lead quality by campaign
Do not optimise a B2B campaign only for cheap clicks. A campaign generating ten CTO-level conversations can be more valuable than one generating hundreds of low-intent form submissions.

Where ChatGPT Ads is ahead conceptually
Its most interesting advantage is not simply another placement. It is the possibility of understanding a need expressed through a conversation. Someone asking how to modernise a legacy .NET application may progressively reveal the current stack, compliance requirements, integration problems, timeline and evaluation criteria. That context can create a high-quality commercial moment.
Where it is behind Google and Meta today
ChatGPT Ads is still behind in five practical areas:
- Proven scale: ad inventory is limited by geography, eligibility, plan and conversation suitability.
- Benchmark depth: there is no dependable industry-level baseline for CPC, conversion rate or cost per lead.
- Targeting transparency: context hints are useful, but advertisers do not receive users' prompts and cannot treat them like Google search terms.
- Creative breadth: the available ad unit is much narrower than Google's and Meta's format portfolios.
- Optimisation maturity: Google and Meta have years of conversion data, automated bidding, experimentation and integration development.
Should a B2B company try ChatGPT Ads now?
Yes—but as a controlled experiment, not as a replacement for proven acquisition channels.
ChatGPT Ads is worth testing when:
- Your business is eligible in a supported market
- Your offering solves a problem people naturally research or compare in ChatGPT
- A customer is valuable enough to support exploratory acquisition costs
- You have a focused landing page and reliable conversion tracking
- You already understand your lead-quality and pipeline metrics
- You can tolerate beta-stage changes and uncertain delivery
It may be better to wait when:
- Your business is based only in an unsupported advertiser country such as India
- You need predictable scale immediately
- Your total budget cannot support a four-to-six-week learning period
- Your website, CRM or conversion tracking cannot distinguish qualified leads
- Your existing Google Ads campaigns still have obvious high-intent opportunities that are not funded or optimised
For most B2B companies, the sensible 2026 allocation is test budget, not core budget. Protect the channels already generating revenue, then allocate a measured innovation budget to ChatGPT Ads and compare incremental pipeline—not vanity metrics.
A practical B2B pilot framework
- Choose one commercial problem. Avoid mixing unrelated services in the same campaign.
- Map conversational contexts. Document how buyers describe the problem, alternatives, constraints and desired outcomes.
- Create distinct ad groups. Separate use cases, industries or decision stages instead of relying on one generic message.
- Develop several honest creative variants. Test different benefits, proof points and buyer concerns.
- Send users to a specific landing page. The page should directly continue the conversation implied by the ad.
- Implement conversion and CRM tracking. Use Ads Manager measurement, UTMs, GA4 and offline pipeline stages where possible.
- Judge quality after enough time. Review CTR and CPC, but make decisions using qualified meetings, opportunities and revenue.
- Compare incrementality. Determine whether ChatGPT is reaching useful demand that Google, Meta, organic search and direct traffic were not already capturing.
Who can set up and manage ChatGPT Ads?
Eligible businesses can use OpenAI Ads Manager Beta directly. The interface covers account setup, billing, campaigns, ad groups, creatives, conversion measurement and reporting. However, access to a new interface is not the same as having a profitable acquisition strategy.
A capable performance marketing team should connect four disciplines:
- Paid-media strategy and budgeting
- Conversational intent and creative development
- Landing-page conversion optimisation
- Analytics, CRM attribution and sales-pipeline reporting
Plan your ChatGPT Ads test with Nextwebi
ChatGPT Ads is promising, but it is still in beta. Nextwebi does not recommend moving a proven Google Ads or Meta Ads budget simply because a new platform has arrived.
As a Google Partner with more than 15 years of digital marketing experience, Nextwebi can help B2B companies evaluate readiness, define conversational intent, create campaign and landing-page strategies, configure measurement, and compare ChatGPT Ads performance with established acquisition channels. Where an advertiser is not yet eligible, we can prepare the tracking, content, offers and testing framework so the company is ready when access expands.

Frequently asked questions
Is ChatGPT Ads the same as Google Ads?
No. Google Ads includes search, video, display, shopping and other inventory. ChatGPT Ads places sponsored units below eligible ChatGPT responses and uses conversational context rather than exact-match keyword targeting.
Do ads change the answer generated by ChatGPT?
No. OpenAI states that advertising is separate from answers and advertisers cannot pay to shape or rank a ChatGPT response.
Does an advertiser see what the user typed in ChatGPT?
No. OpenAI says it does not share conversations, chat history, memories or personal details with advertisers. Advertisers receive aggregated performance information.
Do advertisers pay when an ad is shown but not clicked?
It depends on the objective. A CPM campaign pays per 1,000 impressions, so clicks are not required. CPC and oCPC campaigns pay per valid click. oCPC does not mean pay per conversion.
What is the minimum US budget?
The current US daily minimum is $25 per campaign. A 30-day campaign at that daily amount would represent approximately $750, although daily delivery can fluctuate.
What is the average CPC for B2B ChatGPT Ads?
There is no verified industry average yet. OpenAI recommends an initial maximum CPC bid of 3–5, but that is bid guidance and should not be presented as an average CPC or cost-per-lead benchmark.
Can a business in India create a ChatGPT Ads account?
India is not currently listed as a supported self-serve advertiser country. An Indian business should register its interest and wait for availability unless it has a legitimate eligible business entity in a supported market and satisfies OpenAI's requirements.
Can ChatGPT Ads target US customers?
Yes, an eligible Ads Manager account can select the United States and supported sub-locations during campaign setup.
Are ChatGPT Ads based on the current question or user behaviour?
Both can play a role. Current conversational context is a delivery signal. When the user enables ad personalisation, selected signals from past chats, memory and ad interactions may also improve relevance. Context hints supplied by advertisers are not exact-match keywords.
Will most B2B decision-makers see ChatGPT Ads?
That should not be assumed. Ads may appear to Free and Go users, while Plus, Pro, Business, Enterprise and Edu users are ad-free. B2B decision-makers exist in the ad-supported audience, but the professional reach needs to be proven campaign by campaign.
Should ChatGPT Ads replace Google Ads?
No—not at this stage. It should usually be tested as an incremental channel while a company continues investing in proven demand-capture and demand-generation platforms.
